Asbestos Management Toolkit for NSW Councils
We have developed an Asbestos Management Toolkit for all NSW councils – to guide and support the integration of asbestos management into workplace systems and procedures...
Step 2 is to create Asbestos Registers for all worksites known or suspected of containing ACM. Start by identifying all ACM in Council workplaces and create site specific asbestos registers.
Councils are responsible for managing a diverse portfolio of council owned land and ageing infrastructure, including built assets constructed prior to December 2003 that will or may contain asbestos.
The asbestos register must record any asbestos or ACM identified at the workplace, or likely to be present at the workplace from time to time including the date on which the asbestos or ACM was identified and the location, type and condition of the asbestos or ACM.
Step 3 is to create site specific Asbestos Management Plans. To do this step using the asbestos register, you will;
• Determine the processes for controlling risk, and document the control measures.
• Determine procedures that detail, incidents or emergencies and,
• Develop through consultation information and training responsibilities.
The workplace asbestos management plan must include information about the identification of asbestos or ACM, decisions, and reasons for decisions, about the management of asbestos at the workplace, procedures for detailing incidents or emergencies involving asbestos or ACM at the workplace and information for workers carrying out work involving asbestos.

This information has been produced as part of the Council’s Enforceable Undertaking (EU) with SafeWork NSW.
The Council entered into the Enforceable Undertaking after SafeWork NSW alleged that the Council contravened clauses 425(1), 429(2), 479(1), and 445(1) of the Work Health and Safety Regulation 2011. The full undertaking and general information about enforceable undertakings is available at www.safework.nsw.gov.au.
