Ward Boundaries

The Blue Mountains City Council local ward boundaries have changed as a result of the recent Local Government elections on 13 September 2008.

The changes to local ward boundaries were decided by the Council at its meeting of 22 November 2005. The Local Government Act requires a Council to adjust its ward boundaries where the difference between electors in wards is greater than 10 per cent. The difference between the ward with the highest population, ie. Ward 2, and the ward with the lowest population, ie. Ward 4, at that time, was 18.52%. This means that the Council had a statutory obligation to adjust its ward boundaries.

The maps available for download (see right) show the current ward boundaries, including the changes detailed below.

Council looked at a number of options when making the ward boundary changes, including the following guiding principles:

  • Avoiding splitting townships into different wards.
  • That the adjustments coincide with whole Census Collection Districts (CCD's). These are the building blocks of Wards. They are small areas declared by the Australian statistician for the purpose of collecting data. The Blue Mountains is divided into 145 CCD's.
  • Minimising the frequency of changes made to boundaries to reduce costs in implementing changes.
  • Making use of the breaks in development between villages, reinforced through implementation of the LEP, as natural boundaries.
  • Ward boundaries following prominent, preferably permanent, and distinguishable landmarks such as roads, railway lines, and rivers, and avoiding property, Lot, DP, Portion or Parish boundary descriptions (as emphasised by the Electoral Commissioner).

As a result the changes are:

  • Residences in Census districts 1231108, 1231107, Pt. 1231109 and Pt. 1231105 in Warrimoo (1560) moving from Ward 3 to Ward 4. 
  • Residences in the Census districts Pt. 1230912, Pt. 1230913 and Pt. 1230905 in Faulconbridge (700) moving from Ward 2 to Ward 3.

The Ward Boundary changes, effective 13 September 2008, affect the following townships:
