What is the Community Strategic Plan?
The Community Strategic Plan is the highest level plan that a council will prepare. The purpose of the plan is to identify the community's main priorities and aspirations for the future and to plan strategies for achieving these goals. In doing this, the planning process will consider the issues and pressures that may affect the community and the level of resources that will realistically be available to achieve its aims and aspirations. While a council has a custodial role in initiating, preparing and maintaining the Community Strategic Plan on behalf of the community, it is not wholly responsible for its implementation. Other partners, such as State agencies and community groups may also be engaged in delivering the long-term objectives of the plan.
Sustainable Blue Mountains 2025 - The Community Strategic Plan
In July 2003 Blue Mountains City Council adopted the community endorsed 25-year Strategy for the City of Blue Mountains: Towards a More Sustainable Blue Mountains. This Strategy, which identifies the City Vision, Outcomes, Objectives and Priority Action Areas for moving towards a more sustainable future, is presented in "Towards a More Sustainable Blue Mountains - A Map for Action 2000-2025" CLICK HERE. The Map is based on an extensive community consultation process and provides a common guide for all Blue Mountains stakeholders - community, Council and external agencies - to translate the City Vision into action.
In further consultation with the community, commencing in 2007, the Map for Action has been reviewed and updated to meet the new reform requirements and renamed Sustainable Blue Mountains 2025.
In 2010 the Council implemented further consultation and engagement with residents and State Agencies on the Sustainable Blue Mountains 2025 and its resourcing through a range of methods including: the Community Survey, Resident Focus Groups and a Workshop with State Agency representatives.
In Sustainable Blue Mountains 2025, the Council's Services have been aligned against the 6 Key Directions including 10-year Service Aims.
The current Council will be required to provide a review at the end of their term on the Council's progress in achieving the community's priorities identified in Sustainable Blue Mountains 2025 Objectives and Strategies as responded to in the Council's Delivery Program. Each newly elected Council will be responsible for reviewing and updating Sustainable Blue Mountains 2025 within the first twelve months of their term.
The Council will also continue to monitor and report on the progress of all stakeholders in implementing Sustainable Blue Mountains 2025 once every four years through the State of the City Report. To view the 2009 Blue Mountains State of City Report CLICK HERE.
