CAPITAL WORKS PROGRAM

What is the Capital Works Program?

Capital works are projects that broadly involve the planning and construction of new assets or the improvement of existing assets. Council's Capital Works Program (CWP) is a program of capital projects that have been adopted and formally approved by Council in June each year. Click here to see Council's Management Plan.

How Much Money is Spent on Capital Works?

Council allocates approximately $3.2 million annually to its CWP from loan funds. Waste management projects, such as expanding the cell at the Blaxland landfill, are funded from Council's waste management charges and landfill gate fees.

Council can also receive funds from other sources such as grants, which increase the amount of funds available for projects. Grants are tied to particular projects and often require some contribution from Council to obtain the grant.

The Council’s Next 4 Year Approach

The 27 towns and villages that make up our City are spread out over 100 kilometres, often resulting in the need to duplicate many services and facilities. The growing challenge faced by many Council’s, including Blue Mountains City Council, is the high and increasing cost associated with maintaining and renewing aging infrastructure – roads, footpaths, drainage, parks, swimming pools, walking tracks, town centre, toilets, community halls, libraries and other built facilities. Due to limited land availability in the Blue Mountains and development constraints there is little opportunity for growth. The Council’s future revenue base from rates and other sources is likely to be fairly static while community expectations for infrastructure and services will no doubt continue to grow.

The 2008-2012 Capital Works Program has been developed based on the following principles:

  • Planning for new assets aligns with the needs of the City and the Council’s capacity to maintain them into the future.
  • The social, environmental and economic impacts of creating any new assets in the City have been carefully considered.
  • Renewal of our existing assets aligns with the Council’s Sustainable Asset Management Plans and ensures existing assets are maintained in good condition into the future.
  • The amount of funding the Council allocates to the Capital Works Program is based on what the Council can afford and is sustainable into the future.
  • The Council has capacity to deliver the Capital Works Program, especially with the current major commitments to Lawson Town Centre, Cultural Centre and Blaxland Waste Management Facility.
Reporting on the Capital Works Program

The progress of current Capital Works projects are reported on a quarterly basis to Councillors and the community in conjunction with Management Plan reporting. The reports are available via Council's website at www.bmcc.nsw.gov.au/yourcouncil/policiesplansandstrategies/managementplan. Reports are usually available in the months of November (for July to September quarter), February (for October to December quarter), May (for January to March quarter) and August (for April to June quarter).
